I, the undersigned, will collect Water Rents Monday through Thursday 9:00 am - 2:00 pm at the Town of Chester Municipal Center, Room #104, 6307 State Route 9, Chestertown, NY 12817 beginning Monday, May 16, 2022. Water rents are payable until June 30, 2022 without penalty.
From July 1, 2022 to October 15, 2022, a 5% penalty will be assessed (last day for payments). After October 15, 2022, unpaid water rents will be levied with an additional penalty to your Town & County Tax Bill. If mailing payments, please send to Town Clerk, P.O. Box 467, Chestertown, NY 12817.

Warren County Board of Elections announces primary registration dates, early voting locations
WARREN COUNTY, NY -- Warren County Board of Elections has finalized ballots and early voting locations – which include a new early voting polling place -- for the June 23rd, 2022 New York State Primary election.
Sample Ballots can be found online at www.warrencountyny.gov/boe and include Democratic primaries for Governor and Lt. Governor and Republican primaries for Governor and a Lake Luzerne Town Board seat.
Early voting will start on Saturday, June 18th and run through Sunday, June 26th . An additional Warren County early voting site will be located at Glens Falls City Hall, 42 Ridge Street in Glens Falls.
Early voters will also be able to cast ballots at Warren County Human Services Building, 1340 Route 9, Queensbury.
Primaries for New York State Senate and U.S. House of Representatives will be held August 23rd, 2022.

NOTICE OF ADOPTION OF RESOLUTION

NOTICE IS HEREBY GIVEN that at a regular meeting held on March 8th, 2022, the Chester Town Board adopted a Resolution approving the establishment of the proposed Friends Lake Aquatic Plant Growth Control District. This Resolution is subject to a permissive referendum pursuant to Article 7 of the New York Town Law. An abstract of the Resolution is as follows: The Town Board made the following determinations relating to the proposed District: (a) the Notice of Public Hearing was published and posted as required by law and is otherwise sufficient; (b) all of the property and property owners within the proposed District will be benefited thereby; (c) all of the property and property owners benefited are included within the boundaries of the proposed District; and (d) the establishment of the District as described in the Map, Plan and Report is in the public interest. The Board approved the establishment of the District as the boundaries are set forth in the Map, Plan and Report subject to (a) permissive referendum in the manner provided in New York State Town Law Article 7; and (b) the adoption of a Final Order by the Chester Town Board.
A full copy of the Resolution is on file in the Town Clerk’s Office at the Chester Town Hall, 6307 State Route 9, Chestertown, NY, which can be examined by any Town elector during normal business hours.

ORDER SETTING PUBLIC HEARING CONCERNING PROPOSED FRIENDS LAKE AQUATIC PLANT GROWTH CONTROL DISTRICT

WHEREAS, the Friends Lake Property Owners Association (FLPOA) was concerned about the possible impact of invasive plants on Friends Lake and thought it critical to have a District established to be able to promptly and effectively respond to any such invasion, and
WHEREAS, the Chester Town Board (the "Board") is considering forming the Friends Lake Aquatic Plant Growth Control District (the "District") in accordance with Article 12-A of New York Town Law for the purpose of controlling milfoil and other non-native, invasive aquatic plant species in Friends Lake, and
WHEREAS, the Friends Lake Protective Association, on behalf of its members, requested that the Town Board form such a District, and
WHEREAS, a Map, Plan and Report (the “Map, Plan and Report”) has been prepared by the Chester Town Supervisor with the FLPOA, concerning the proposed District, and
WHEREAS, the Map, Plan and Report has been duly filed in the Chester Town Clerk's Office and is available for public inspection, and
WHEREAS, the Map, Plan and Report describes the boundaries of the proposed District, the proposed aquatic plant control plan and method of operation, the maximum amount proposed to be expended for the plan, and the cost of the proposed District to the typical property and, if different, the typical one or two family home, and the proposed method of financing to be employed, if any, and
WHEREAS, establishment of the proposed District has been determined to be an Unlisted Action under the State Environmental Quality Review Act (SEQRA) and a SEQRA Short Environmental Assessment Form (EAF) will be prepared for the proposed District prior to the public hearing;
NOW, THEREFORE, IT IS HEREBY
ORDERED:
1. The boundaries of the proposed Friends Lake Aquatic Plant Control District are as set forth in the Map, Plan and Report and are the properties listed on Exhibit A attached hereto. Roads within the proposed District have $0 assessed value and will not be assessed.
2. The Town Board will operate and be the governing body for the District. The proposed aquatic plant control plan consists of annual water quality testing to discover if any invasive plants are discovered and, if so, analyze methods of recourse, aquatic vegetation surveys and hand harvesting, as well as possible aquatic herbicide treatment, if allowed by DEC and deemed appropriate by the Town Board. Hand harvesting would be completed by a contractor hired by the Town. If or when the presence of an invasive species has been detected in the Lake, as the result of the annual volunteer surveys, the discovery by a single property owner, or the product of a biennial contracted lake survey, the focus of the district will change from prevention to control. The Town Board would consider asking the Adirondack Park Invasive Plant Program (APIPP) to mobilize its fast response team to address this first discovery. In anticipation of such an event, the District would follow a response plan with input from the APA and APIPP which will be annually reviewed as events unfold. No capital improvements are required for the proposed District.
3. The maximum estimated cost of formation of the proposed District is approximately $34,000 including survey, legal, costs of obtaining the required access easement and miscellaneous fees. No capital improvement costs are anticipated for the proposed District. The yearly costs associated with operation and maintenance of the District will vary depending whether invasive plants are discovered. The estimated annual costs would be $34,000 for year one (2023) and $15,000 for year two (2024). Costs will be paid by an ad valorem tax on each of the properties located within the District.
4. No capital improvement costs are anticipated for the proposed District, so there will be no debt service costs related to the proposed District.
5. The estimated annual cost of the District to the typical property in the District, which typical property is not a typical one or two family home, for operation and maintenance and other charges, will be $128.80 for the first year of operation. The estimated annual cost of the District to the typical one or two family home is $69.62 for the first year of operation.
6. A detailed explanation of how the estimated costs of the District were computed is included in the Map, Plan and Report which has been filed with the Chester Town Clerk and is available for public inspection.
7. The Town Board hereby determines to conduct uncoordinated SEQRA review of the proposed District establishment.
8. The Town Board shall meet and hold a public hearing at the
Chestertown Town Hall, 6307 State Route 9, Chestertown, NY at 7:00 p.m. on Tuesday, March 8, 2022 to consider the Map, Plan and Report and to hear all persons interested in the proposal and to take such other and further action as may be required or authorized by law.
9. The Town Board hereby authorizes and directs the Chester Town Clerk to duly publish and post this Order not less than ten (10) days nor more than twenty (20) days before the public hearing date, as required by Town Law §209-d, and complete or arrange for the securing of two (2) Affidavits of Publication of Notice and two (2) Affidavits of Posting of Notice of the Public Hearing required hereby and to file a certified copy of this Order with the State Comptroller on or about the date of publication.

NOTICE IS HEREBY GIVEN that I, Mindy Conway, the undersigned Tax Collector of the Town of Chester, Warren County, New York, have received the tax roll and tax warrant for the collection of taxes for 2022.
From January 3, 2022 to January 31, 2022 taxes are payable without interest.
From February 1, 2022 to February 28, 2022 one (1) percent will be added.
From March 1, 2022 to March 31, 2022 an additional one (1) percent will be added.
On the 1st day of April, 2022, unpaid taxes will be returned to the Warren County Treasurer pursuant to the provisions of law.
PLEASE TAKE FURTHER NOTICE that pursuant to the provisions of law the tax roll of the Town of Chester will be returned to the Warren County Treasurer on the 1st day of April, 2022.

We also offer the option to use the black depository box which is located on the outside of the Town Municipal Center, closest to the Town Clerk's entrance on the South end of the building. Payments must be in a sealed envelope with a check or money order along with the entire bill(s). A receipt will be mailed to you.
The failure of the property owner to receive a tax bill shall not in any way affect the validity of the taxes or interest prescribed by law.

Beginning January 3, 2022 through March 31, 2022, tax payments can be mailed to Town Clerk/Tax Collector, PO Box 467, Chestertown, NY 12817 or by appointment by calling 518-494-5160. Tax bills can be found online at www.townofchesterny.org starting December 30, 2021. We also offer the option to use the black depository box which is located on the outside of the Town Municipal Center, closest to the Town Clerk's entrance on the South end of the building. Payments must be in a sealed envelope with a check or money order along with the entire bill(s). A receipt will be mailed to you.
The failure of the property owner to receive a tax bill shall not in any way affect the validity of the taxes or interest prescribed by law.

Short-term rental owners to collect bed tax starting Sept. 1
Owners of properties that are used for short-term rental in Warren County will be required to collect the county’s 4 percent occupancy tax beginning on September 1, 2020.
The Warren County Treasurer’s Office will begin accepting occupancy tax payments directly from property owners on this date, so owners will be required to register with the Treasurer’s Office and calculate, collect and remit the tax per guest stay for rentals going forward.
Warren County Treasurer Michael Swan reported that occupancy tax is required for any short-term rental reservations made after September 1 for stays that occur after September 1. Any reservations made before that date will not be subject to the collection requirement.
Property owners are being directed to forward their occupancy tax payments to the Treasurer’s Office quarterly. More details on how to remit collections are available at the link below.
Penalties of up to 5 percent, plus interest, can be imposed for non-payment under the Warren County Occupancy Tax Law.
Short-term rentals are defined as a rental of 30 days or shorter in duration.
The deadline for property owners to register with the Warren County Treasurer’s Office is December 31, and there is no registration fee. The owners are responsible for taxes collected on and after September 1, regardless of when they complete the registration.
This process is independent of any rental property registration process that has occurred in some towns in Warren County. If you own a property and registered with the town where your property is located, you are still obligated to contact the Treasurer’s Office to register for occupancy tax collection.
