TOWN OF CHESTER TOWN BOARD MINUTES

NOVEMBER 5, 2009

Preliminary Budget meeting of the Town Board of the Town of Chester was held November 5, 2009 at 7:30pm in the Town Municipal Center, Chestertown, New York.

Roll Call: Mike Packer, Edna Wells, Karen DuRose, and Steve Durkish.

Fred Monroe - absent.

In the absence of Supervisor Monroe, Mike Packer - Deputy Supervisor chaired the meeting.

RESOLUTION #133: APPROVE REQUEST OF RYAN AND MELISSA WILLIAMSON FOR WATER SERVICE IN POTTERSVILLE.

Introduced by Mrs.Wells, 2nd by Mrs.DuRose approving water service and hookup at 35.4-2-49, in water District 2, for Ryan and Melissa Williamson, 93 Olmstedville Road, Pottertsville. Check received in amount of $500. AYE 4 NO 0

RESOLUTION #134: AUTHORIZE GLENS FALLS NATIONAL BANK TO FURNISH BANK AND FINANCIAL ACCOUNT INFORMATION OF THE TOWN OF CHESTER TO BRUCE NOLIN, BOOKKEEPER.

Introduced by Mrs.Wells 2nd by Mr.Durkish authorizing Glens Falls National Bank to furnish bank and financial account information of the Town of Chester to Bruce Nolin, bookkeeper for the Town of Chester. AYE 4 NO 0

Councilperson Wells stated that funding should come from Occupancy Tax fund in regards to the participation in the Quadricentennial Program with Warren County.

RESOLUTION #135: AUTHORIZING AGREEMENT BETWEEN WARREN COUNTY AND THE TOWN OF CHESTER FOR PARTICIPATION IN THE WARREN COUNTY QUADRICENTENNIAL PROGRAM.

Introduced by Mrs.Wells, 2nd Mr.Packer:

WHEREAS, the Town of Chester desires to participate in the County Quadricentennial Program that will celebrate the upcoming 400th anniversary of the explorations of Henry Hudson which provides an opportunity for Warren County communities to invest in tourism infrastructure that will benefit the region for years to come. Through the implementation of a “palette” of projects that will help the thirteen Warren County communities “meet and greet” the visitor and deliver an authentic experience that will be able to ensure a unified presentation of Warren County, attract national and international travelers, and deliver a “seamless” visitor experience for the Quadricentennial and years to come.

WHEREAS, it is in the best of interest of the Town of Chester to cooperate with the County of Warren in the development of the activities related to said project, and

WHEREAS, the Town of Chester targeted project for the County Quad Program includes one video minute, one itinerary, along with a website link for the First Wilderness Heritage Corridor and that no more than $3,461 of Quad funds will be available for reimbursement under the program, now, therefore, be it

RESOLVED, that the Supervisor of the Town of Chester be, and hereby is authorized and directed to enter into an intermunicipal agreement provided by the County of Warren on behalf of the Town with the County of Warren.

RESOLUTION #136: APPOINT TOM LUCIANO AS SCHROON LAKE PARK COMMISSIONER FOR THE TOWN OF CHESTER TO FILL TERM OF GARY SMITH.

Introduced by Mrs.Wells, 2nd by Mrs.DuRose to appoint Tom Luciano, 3559 E. Schroon River Road, Pottersville, NY as the Commissioner for the Town of Chester to the Schroon Lake Park District to fill unexpired term of Gary Smith. Mr.Smith’s term expires December 31, 2010. (Mr.Luciano owns property in the Town of Chester, on Carl Turner Road). AYE 4 NO 0

Letter of notification sent and Oath of Office will need to be done.

Deputy Supervisor Packer opened the Public Hearing at 7:40 pm.

As the result of the tentative budget meeting held October 5 and discussion at the regular town board meeting October 13 an increase of $20,000+ was proposed for the Loon Lake Park District (SP1001 Real Property Tax $40,700). Rob and Dawn Freligh expressed concern over the increased amount in regards to the milfoil issue on the lake. After further discussion the Town Board agreed that the amount should be increased under SP7110.4 (contractual expenditures, most of which is for milfoil harvesting). Rob explained that this should be increased even more, so when/if there is a bid put out for milfoil harvesting, there would be enough to cover the expense. Requesting another $29,000 be added to the budget.

Rob stated that even with all the volunteers, the milfoil is getting out of control and a company needs to come in and do harvesting, so that the volunteers will then be able to do the maintenance control.

Felt that the majority of Loon Lake Park District to be in favor of the increase. Discussion on the cost being spread out through out the whole Town of Chester and not just the park district. This was being checked into.

John West - request a new loader for the Parks Department. He stated that the loader (1984 Cat 930) is no longer working and listed various projects that were done with the loader. Cost for repairing transmission - Southworth estimate $10,00- $12,000 for removal of cab etc to get at transmission and replacing lines, oil filter, and actual transmission repair cost unknown. Rebuilt transmission cost $19,000.

John had quotes from used and new loaders. $25000 used to $99,000 for a new loader.

Present loader was originally the highway department.

Discussion on sharing equipment with highway department (2 loaders), state contract price for loader, and bonding equipment.

Councilperson Durkish will check with highway superintendent in regards to equipment. Mr.Durkish also commented on renting equipment and any other options that could be considered.

Public hearing will remain open and continued at the November 10th town board meeting.

Theriot Ave barricade had been moved and put back in place.

Motion by Mr.Packer meeting was adjourned at 8:35 pm.
