TOWN OF CHESTER TOWN BOARD MINUTES

MARCH 27, 2008

Special meeting of the Town Board of the Town of Chester was held March 27, 2008 at 7:00 pm in the Town of Chester Municipal Center, Chestertown, NY.

Roll Call: Frederick Monroe, Michael Packer, Stephen Durkish, Edna Wells and Karen DuRose.

Also in attendance: Joe Curcio - World Wide Power Corp.; Roger Schroeder, Jason Monroe and Nicole Howe.

Purpose of the special meeting was to discuss generator bidding and any other such business that should come before the town board.

Supervisor Monroe gave a brief report on the generator bid that was opened at the February 12 meeting. Three bids were received and resolution was passed: RESOLUTION #32: ACCEPT LOW BID FROM WORLD WIDE, CONDITION ON THAT IT MEETS THE SPECS.

Introduced by Mr.Packer, 2nd by Mrs.Wells to accept the low bid from World Wide Power Corp., 27 Silver Circle, Queensbury, NY 12804 in the amount of $21,800 conditioned on that it meets the specs and to have Roger Schroeder also review bids and inquire as to problems there may be with the Baldor brand generator. AYE 5 NO 0

Mr.Schroeder felt that the warranty issue was resolved. Mr.Curcio has paper work in regards to the warranty and was agreeable to the 3 year Baldor warranty. Should a problem arise with the generator warranty service is available through World Wide Power Corp.

Standard Baldor warranty is for three (3) years, World Wide bid stated standard two-year warranty. Councilperson Wells questioned the number of years, whether it was for 2 or 3 years, and that the number of years on the bid needs to be corrected than to the 3 year warranty. Warranty is for 1st year parts and labor, and 2nd and 3rd year parts only.Mr.Schroeder suggested that a document be drafted with the corrections to the bid and be signed by Mr.Curcio. Document to include the corrected warranty change.

Discussion on the reliability of the Baldor generator.

Supervisor Monroe also stated that Baldor is on state contract.

Jason recommends that the generator be stored at the highway garage and by doing this the generator could be run at various times. Jason stated that the pump houses are wired for generator.

World Wide is located in Glens Falls and Mr.Curcio did say that they carry parts.

RESOLUTION #51: TO ACCEPT THE GENERATOR BID OF WORLD WIDE POWER CORP AND TO INCLUDE AN AGREEMENT IN RESPECT TO WARRANTY.

Introduced by Mr.Monroe, 2nd by Mrs.Wells to accept the generator bid of World Wide Power Corp., 72 Silver Circle, Queensbury, NY 12804 in the amount of $21,800 and to include an agreement stating what the warranty is 1st year parts and labor, and 2nd and 3rd year parts only.

AYE 5 NO 0RESOLUTION #52: APPROVE REQUEST OF WATER SUPERINTENDENT TO ATTEND NEW YORK RURAL WATER ASSOCIATION’S CONFERENCE.

Introduced by Mrs.Wells, 2nd by Mrs.DuRose approving request of Jason Monroe, water superintendent, to attend New York Rural Water Association conference in Kerhonkson, NY from May 19 through May 22. All necessary expenses to be a lawful claim against the Town of Chester. AYE 5 NO 0 RESOLUTION #53: APPROVE REQUEST OF JUDGE AND COURT CLERK TO ATTEND TELECONFERENCE.

Introduced by Mr.Packer, 2nd by Mrs.Wells approving request of Judge and Court clerk to attend teleconference on Justice Court Finances to be held at Adirondack Community College on April 22. All necessary expenses to be a lawful claim against the Town of Chester.

AYE 5 NO 0RESOLUTION #54: APPROVE REQUEST OF RELIEF LIFEGUARD TO ATTEND TRAINING COURSE FOR SWIM LESSONS.

Introduced by Mr.Packer, 2nd by Mr.Monroe approving request of relief lifeguard, Alison Whalen, to attend training course for swim lessons certification instructor. Town will pay for course.

AYE 5 NO 0All Phase electric - Councilperson Packer and Jason will review bill and meet with All Phase owner on Wednesday, April 2, at 7:30 pm.

Youth director Nicole Howe informed the Town Board of a recent incident that took place at the lock-in that was held at the YMCA.

After a discussion on the incident Town Board agreed to have Supervisor Monroe write a letter to the parents of the students involved.

Supervisor Monroe reported on the affordable housing Smart Growth Grant. Town of Chester was awarded $35,000 for “plan to retain existing and establish new housing opportunities that are affordable to working residents.”

Motion by Mr.Monroe meeting was adjourned at 7:50 pm.
