TOWN OF CHESTER PLANNING BOARD MINUTES

MARCH 15, 2010

ATTENDANCE: Rick Bump, Eugene Dutcher, Ken Raisner, Suzanne Robbins, Harold Ellsworth, George Hilton, and Secretary, Pat Smith. Also in attendance was Zoning Administrator, Walt Tennyson. Absent were Bob Thurling and Paul Little.

CORRESPONDENCE: None.

MINUTES: On a motion by Mr. Dutcher, seconded by Mr. Bump, the Minutes of the February 22nd meeting were accepted, as presented. Motion carried 4/0. (Mr. Raisner and Mrs. Robbins were not in attendance at the February meeting, and therefore could not vote).

OLD BUSINESS: #SD2007-05 ~ Mr. Stephen Howell has received all permits and approvals from APA, DEC, and Army Corps of Engineers with regard to his proposed subdivision on Friends Lake Road. The maps will need to be brought in for signing, then filed with Warren County.

NEW BUSINESS: #SD2010-03 ~ Sylvia & Glenn Redmon proposed 2-lot subdivision. Applicant is co-owner of 73+/- acres of land off the Ferris Road, and wishes to subdivide the parcel in half, equaling two lots of 36.6+/- acres each. One lot would belong to the applicant, and the other would belong to applicant’s sister. Property is located in a Rural Land Use Area, and is accessible from a current wagon trail that extends beyond the Ferris Road. Percolation tests have already been performed by an engineer, and applicant will be erecting a new home on her parcel. There are no wetlands present on the acreage. Discussion ensued regarding Article VI ~“Waivers”, in the subdivision regulations. Since properties are co-owned by sisters, and there are no neighbor’s objections to the project, a motion was then made by Mr. Bump to approve the project for a 2-lot subdivision, as proposed, exercising the Planning Board’s right to waive, as reasonable, the requirement for public hearing. Motion was seconded by Mr. Ellsworth, and carried 6/0.

OLD BUSINESS: No discussion.

NEW BUSINESS: Secretary informed the Board that the Balloon fly for the proposed Verizon cell tower had been scheduled for Wednesday, March 17th at 7:00 - 8:00 a.m. However, due to the need to take pictures from the water, and due to the fact that several vehicles had already gone through the ice on Schroon Lake, they decided to wait for open water in order to be able to observe the balloons from a boat. They will inform the Secretary when a second balloon fly is planned.

No further discussions.
