ATTENDANCE: Rick Bump, Eugene Dutcher, Harold Ellsworth, Suzanne Robbins, George Hilton, Bob Thurling, Ken Raisner, and Secretary, Pat Smith. Also in attendance was Zoning Administrator, Walt Tennyson. Absent was Paul Little. CORRESPONDENCE: January & February 2009 ZBA Minutes; Zoning Administrator’s Activity Report for January & February 2009. MINUTES: On a motion by Mr. Dutcher, seconded by Mr. Bump, the Minutes of January 26, 2009 meeting were accepted, as presented. Motion carried 7-0. OLD BUSINESS: #SD2008-07 ~ William Murphy proposed two lot subdivision. (Continues to be tabled…is pending with the Adirondack Park Agency). NEW BUSINESS: #SPR2009-01 ~ David Letzelter ~ proposing ATV trail rides. Applicant proposes adding ATV’s to his existing guided trail ride operation, already in use for horse and snowmobile guide-led rides. He proposes the horse rides for the lower trails on the property closest to Route 8, and the ATV’s on the back trails, away from any dwellings or road traffic. All rides would be guided, running about 40 minutes each. No public ATV’s would be allowed on the property, and all rides would be closed to the public by 5:00 p.m. Applicant maintains continual cleaning and grooming of the trails, and no new clearing of land will take place. He proposes utilization of quiet machines, and they will occupy the same trails as the snowmobiles travel during the winter months. Machines will hold more than one person, probably two, and there will be a supervised speed limit on the trails. Applicant has sufficient parking for the trail riders’ personal motor vehicles, and indicated that the maximum time for any one vehicle to be parked on the lot is about one hour. He will be cutting back on the number of horses he uses, due to the cost of winter feeding and boarding. He feels that the ATV rides would be a nice attraction for a family outing. He proposes a maximum number of eight machines, plus two lead machines. For this year, he may purchase only 4 or 5 machines, adding on to the fleet at a later time. Following discussion, motion was made by Mr. Bump, seconded by Mrs. Robbins, to approve application #SPR2009-01 for guided ATV trail rides, with a maximum of 10 ATV’s, to include guides.
