| MINUTES OF SPECIAL MEETING ~ NOVEMBER 3, 2008 ATTENDANCE: Eugene Dutcher, Rick Bump, Harold Ellsworth, Bob Thurling, George Hilton, Ken Raisner, and Secretary Pat Smith. Also in attendance was Zoning Administrator Walt Tennyson. Absent were Suzanne Robbins and Paul Little. The purpose of this Special Meeting was for the continuation of the Public Hearing of Site Plan Review Project #SPR2008-08 ~ Walter Fredericks proposed change of use from retail boat sales to a centralized distribution center for Coca Cola Bottling Company of Albany, on property located in the Hamlet, 13 Skeets Drive, tax map parcel #87.20-1-3. #SPR2008-08 ~ Walter Fredericks/Coke Project. Public hearing continuation was opened at 7:00 p.m. by Chairman Raisner. At the October 20th meeting, the Planning Board had asked applicant for a visual rendition of the proposed lighting on the parcel, and also of the vegetative screening that they had asked for. Joel Freidman was the spokesman for Coca Cola, and Jeff Anthony from the LA Group presented the visual Landscape views. Screening of the fenced in area will be done by plantings of eastern white pine, 5-6 ft. in height. The existing asphalt pavement will be removed, and the gravel base around the fencing will be replaced with topsoil and amended fill. The screening will continue around the back side, also, to afford a natural, pleasant view to the neighbors living behind the building. Mr. Ellsworth asked whether they had abandoned the use of barbed wire on the fencing, but they have not. The barbed wire will be very unobtrusive to passers-by, not being the rolls of barbed wire as exist in a prison yard, as the board supposed. Lighting will be accomplished by use of two of the existing lights on the building, and a third light being added on the western side. Fixtures will be metal halide, rapid cutoff for patterned lighting. The neighbors have all been contacted, and are all in accord with the proposed plan. Mr. Fredericks, (applicant), has contracted with a local individual for plowing of Skeet Drive, and Coca Cola has agreed to reimburse him for the expense. Following a brief discussion, motion was made by Mr. Dutcher, seconded by Mr. Bump, to approve application #SPR2008-08, as presented, with the addition of the vegetative screening, and the downcast, patterned lighting.
